Distinguida Dra. Chan:
En 1952 el Dr. Theron Randolph, alergólogo estadounidense, dio a conocer la existencia de la Sensibilidad Química Múltiple. Durante estos años la enfermedad ha dejado de ser cuestión de unos casos aislados para convertirse en una enfermedad emergente y una amenaza tangible para la salud humana, como demuestran la multitud de enfermos que la padecen y la alarma social que su existencia genera.
La Sensibilidad Química Múltiple raramente se presenta como enfermedad única, sino que en un alto porcentaje de pacientes viene acompañada de Electrohipersensibilidad (o Sensibilidad Electromagnética), Síndrome de Fatiga Crónica (o Encefalomielitis Miálgica) o Fibromialgia, entre otras. A estas cuatro patologías se les reconoce en el ámbito médico y científico como “enfermedades complejas de sensibilización central”, presentando síntomas superpuestos e interactuando entre ellas. El Síndrome de Fatiga Crónica y la Fibromialgia están incluidos en la Clasificación Internacional de enfermedades (CIE 10).
Ambas, Sensibilidad Química Múltiple y la Electrohipersensibilidad, son enfermedades orgánicas, adquiridas, que manifiestan síntomas multisistémicoscomo respuesta a una mínima exposición a productos químicos y/o radiaciones electromagnéticas que forman parte de nuestra vida cotidiana. Los síntomas de ambas patologías, que son crónicos y se agudizan ante una exposición, incluyen fatiga y trastornos respiratorios, digestivos, cardiovasculares, endocrinológicos, inmunológicos, dermatológicos y neurológicos, entre otros. Sin embargo, ni la Sensibilidad Química Múltiple, ni la Electrohipersensibilidad se encuentran incluidas en el CIE 10.
Tanto la Sensibilidad Química Múltiple como la Electrohipersensibilidad, se han hecho visibles con la existencia de pacientes, los diagnósticos médicos y las sentencias judiciales que reconocen la capacidad invalidante de estas enfermedades, así como en muchas ocasiones su causa laboral.
La Organización Internacional del Trabajo (OIT), organismo dependiente de la OMS, recoge, define y reconoce el efecto incapacitante de la Sensibilidad Química Múltiple en su enciclopedia médica.
Consecuentemente, es imprescindible que la Sensibilidad Química Múltiple y la Electrohipersensibilidad se incluyan en la Clasificación Internacional de Enfermedades. De esta forma, los afectados por estas enfermedades podrán disfrutar de los derechos básicos que la Declaración Universal de los Derechos Humanos y la Carta Magna de todos los países democráticos recogen sobre la salud, la asistencia sanitaria y demás derechos derivados.
Esta es una oportunidad histórica para los enfermos y para el máximo exponente mundial de la salud, como es la Institución que Usted dirige. El reconocimiento de ambas enfermedades, la Sensibilidad Química Múltiple y la Electrohipersensibilidad, nos permitirá hacer frente a un problema de salud pública en crecimiento permanente, estrechamente relacionado con los problemas medioambientales que presenta el planeta.
Por los motivos anteriormente expuestos, los abajo firmantes solicitamos que se inicien las gestiones para el reconocimiento de las dos enfermedades de forma urgente.
Para ello, consideramos que tanto la Sensibilidad Química Múltiple como la Electrohipersensibilidad, se deben incluir en el CIE-10. Asimismo, se les deberáasignar a cada una un código en las clasificaciones asociadas (CIF –Clasificación Internacional del Funcionamiento, de la Discapacidad y de la Salud-, NIE –Nomenclatura Internacional de Enfermedades-, etc.).
Igualmente, es necesario iniciar los trámites para que la OIT incluya ambas patologías en los listados de enfermedades profesionales, al tener dichas dolencias en numerosas ocasiones una causa laboral.
Países como Alemania (T78-4), Austria (T78.4) o Japón (T65.9) han asignado a la Sensibilidad Química Múltiple un código en su CIE 10. Proponemos que los códigos específicos que se asignen a la Sensibilidad Química Múltiple y a la Electrohipersensibilidad, se ajusten a la naturaleza de estos problemas y que no son otros que la exposición a agentes químicos y a agentes físicos (radiaciones electromagnéticas) que actúan como tóxicos ambientales, para aquellos países que aún no lo tienen incluido en su CIE. El disponer de estos códigos individuales facilitará el manejo clínico y jurídico y tendrá una repercusión positiva en la percepción de estas enfermedades en diferentes ámbitos: asistencial, sanitaria, social, laboral, judicial y familiar.
Los colectivos de afectados, científicos, asociaciones y entidades que trabajan para las personas, por su salud, por el medioambiente, por la seguridad y la salud en el trabajo, así como otros profesionales que han firmado este documento, creemos que esta solicitud debe ser atendida por la solidez y contundencia de la realidad, y la necesidad de dar una respuesta a un colectivo (en aumento) que en estos momentos se encuentra en una situación de desprotección.

Dear Dr. Chan,
In 1952, Dr. Theron Randolph, the American allergist, revealed the existence of Multiple Chemical Sensitivity. Since then, this disease has ceased to be just a few isolated cases and has become an emerging condition and a tangible threat to human health, as demonstrated by the multitude of people who suffer from it and the social alarm generated by its existence.
Multiple Chemical Sensitivity rarely presents itself in isolation; in a high percentage of patients, it is accompanied by Electrohypersensitivity (or Electromagnetic Sensitivity), Chronic Fatigue Syndrome (or Myalgic Encephalomyelitis) or Fibromyalgia, among others. These four pathologies are recognised in the medical and scientific sphere as “complex central sensitisation diseases”, presenting overlapping symptoms that interact with one another. Chronic Fatigue Syndrome and Fibromyalgia are included in the International Classification of Diseases (ICD 10).
Both Multiple Chemical Sensitivity and Electrohypersensitivity are acquired organic illnesses that involve multi-systemic symptoms in response to minimal exposure to everyday chemical products and/or electromagnetic radiation. The symptoms, which are chronic and triggered by the exposures, include fatigue along with respiratory, digestive, cardiovascular, endocrinological, immunological, dermatological and neurological disorders, among others. However, neither Multiple Chemical Sensitivity nor Electrohypersensitivity are included in the ICD 10.
Both Multiple Chemical Sensitivity and Electrohypersensitivity have become visible through the existence of patients, medical diagnoses and legal findings recognising the disabling nature of these diseases, as well as, on many occasions, their occupational cause.
The International Labour Organization (ILO), affiliated to the WHO, reflects on, defines and recognises the incapacitating effect of Multiple Chemical Sensitivity in its medical encyclopaedia.
Consequently, it is absolutely essential that Multiple Chemical Sensitivity as well as Electrohypersensitivity are included in the International Classification of Diseases. In this way, those suffering from these conditions will be able to enjoy the basic rights of recognition regarding their health needs, healthcare and other related rights outlined in the Universal Declaration of Human Rights and Constitutions of all democratic countries.
This is a historic opportunity both for sufferers and for the world’s highest representative of health related issues: your Organization. The recognition of both Multiple Chemical Sensitivity and Electrohypersensitivity will enable us to tackle a constantly growing public health problem, closely linked with our planet’s environmental problems.
For all the reasons outlined above, the undersigned hereby request that you take an urgent action to recognise these two diseases.
We believe that Multiple Chemical Sensitivity as well as Electrohypersensitivity should be included as diseases in the ICD-10. They should also each be assigned a code in associated classifications (ICF – International Classification of Functioning, Disability and Health, and IND – International Nomenclature of Diseases, etc.).
Furthermore, steps must be taken to persuade the ILO to include both pathologies in its list of occupational diseases, since such conditions often have an occupational cause.
Countries such as Germany (T78-4), Austria (T78.4) and Japan (T65.9) have already assigned Multiple Chemical Sensitivity a code in their ICD 10. We propose that specific codes should be opened for Multiple Chemical Sensitivity as well as Electrohypersensitivity in line with the nature of the problems, namely the exposure to chemical agents, physical agents and electromagnetic radiation, which act as environmental toxins, for those countries that have not yet included it in their ICD. Such individual codes will facilitate clinical and legal management and will also have positive effect on the perception of these illnesses in the welfare, healthcare, social, occupational, judicial and family spheres.
Those who are injured by these diseases, scientists, associations and organisations that work for people, for their health, for the environment, for health and safety in the workplace, as well as other professionals who have signed this document, believe that this petition should be accepted because of the solidity and forceful nature of the reality behind it, and the need to provide a response to a growing group of people that is currently in a situation of vulnerability.
